How supply inside the Union works
Sugar export from Russia to Kazakhstan and the EAEU: no customs clearance inside the Union
Kazakhstan and Russia are inside one customs territory of the Union. That changes the scope of work and the set of documents on a deal: some foreign-trade procedures simply do not arise here, while others — tax and statistical — appear instead.
No declaration — a statistical form instead
Mutual trade inside the EAEU is not customs-declared, and there are no import duties between member states. Instead of a declaration, the Russian seller files a statistical reporting form with the Federal Customs Service — no later than the tenth working day of the month following the month of shipment. Under the contract our side files it as the seller: nothing is required from you.
Indirect taxes follow the destination principle
VAT in the EAEU is charged on a destination basis: the seller in Russia applies the zero rate, and you pay import VAT in your own country, under its rules and rate. The seller confirms the zero rate in part with your statement on the importation of goods endorsed by the tax authority, so the document exchange and its deadlines are fixed in the contract. Please confirm the tax calculation in your jurisdiction with your own tax adviser.
Technical regulations are common across the Union
Food products circulate in the Union under common technical regulations: TR CU 021/2011 (safety) and TR CU 022/2011 (labelling). Conformity for sugar is confirmed by a declaration of conformity: once registered in the EAEU unified register, it is recognized in every member state. National requirements for placing the batch on the market are checked and agreed before shipment.
Russia to Kazakhstan: road and rail
The scheme follows the volume, the packaging and the destination: road (full truck load, FTL) or rail wagons. Transport is arranged by engaging partner carriers for the specific shipment; the parties' areas of responsibility are fixed in the contract through the Incoterms delivery basis.
Every request is screened against export regulations and applicable restrictions, including measures in force in the country of destination. The feasible direction and delivery basis are confirmed once that screening is complete.

ICUMSA is the international sugar colour scale and 45 is a value on it: the lower the number, the whiter the sugar. A colour of no more than 45.0 ICUMSA units is an indicator of category Extra under GOST 33222-2015; the category itself is confirmed against all parameters of the standard, so the specification records both the category and the values. Availability and terms for a batch are confirmed on request.

Quotation
The price is quoted on a specific basis with a named point: FCA — you take the goods at the loading site; CPT or DAP — to an agreed point in the country of destination. The quotation states the volume, packaging, payment terms and how long the price stands.

Contract
Specification, price, volume, packaging, basis, shipment schedule, payment procedure and the parties' liabilities go into the contract, before any money or goods move. The contract also sets out which documents each side provides, and when.

Shipment and control
We arrange shipment within the agreed window. Subject to the terms of the specific contract, we can arrange pre-loading checks of the batch: sampling, colour, moisture, packaging and labelling.

Delivery and documents
Carriage to the agreed point is arranged through partner carriers. The document set is handed over as fixed in the contract; the order and deadlines for exchanging tax documents are set there too.

The supply document set
There is no customs declaration inside the EAEU — but a supply does not end up with fewer documents, only with different ones. What a set usually includes:

- 02Invoice (VAT invoice) and packing list.
- 03Declaration of conformity under TR CU 021/2011, registered in the EAEU unified register.
- 04Producer's quality certificate for the batch shipped.
- 05Transport documents: CMR consignment note for road or SMGS waybill for rail.
- 06Statement on the importation of goods and payment of indirect taxes — issued by the buyer in the destination country and passed to the seller with the tax authority's endorsement.
- 07Statistical reporting form — filed by the Russian seller with the Federal Customs Service.
- 08Certificate of origin, form ST-1 — where your contract, procurement procedure or tender requires one.
The composition of the set is fixed in the contract to match the requirements of your jurisdiction. If your bank, tax authority or procurement procedure requires a document that is not on the list, say so in your request: the set is agreed before signing, not after loading.

How is sugar export from Russia to Kazakhstan organized?
You sign the contract with us; from there we arrange the purchase from a Russian producer, the shipment, the carriage to the agreed point and the handover of documents. Inside the EAEU there is no customs declaration: instead of one, we file the statistical reporting form with the Federal Customs Service, and you file the statement on importation in your own country. The direction and the delivery basis are confirmed once the request has been screened.
How is the price built on a given basis, and how are indirect taxes handled inside the EAEU?
The price is quoted on a specific Incoterms basis, and the basis defines what it covers: on FCA you take the goods at the loading site and move them on yourself; on CPT and DAP carriage to the agreed point is already in the price.

What is your minimum volume?
The working format is a full truck load (FTL) or a rail wagon: below that, pricing on a delivery basis loses its meaning and the cost per tonne becomes unpredictable. The minimum order quantity (MOQ) for a specific supply depends on packaging and basis and is fixed in the contract. A programme broken down by month is priced separately from a single batch.
Which delivery bases do you work on?
FCA, CPT and DAP under Incoterms 2020 — the choice depends on where you want to take the goods and who arranges the carriage. The basis defines not only the price but also the point at which risk passes; the parties' areas of responsibility are fixed in the contract through Incoterms. If you are not sure which basis suits you better, name the destination and we will price the options.
How long does a quotation take?
We state the time for preparing a quotation in our reply to your request: it depends on the volume, packaging, basis and destination — screening a source for 20 tonnes and for an annual programme are different jobs. The quotation itself states how long the price stands.
